Ho-Oh has been good in the Ubers metagame for some time now. It’s lucky enough so have a strong burning move, good attack, and good defenses. Regenerator helped more, and it not completely jobbing to other Pokemon that would rise through the ranks helped it too.

Arceus is a good glue that does anything, but its threshold has easily been surpassed by Gen 6+ legendaries, notably and most latterly by Zacian.
Ho-oh has improved a lot over time, but being able to sit in front of Zacian and wearing HDB are big steps for it.

It has massive special bulk, decent physical bulk, a reliable burn move, roost, and regenerator. With boots it can fulfill a bulky pivot role while also dealing decent damage as it does so.
