The Pokemon are remembered for varying reasons, popular designs (Umbreon, Espeon, Togepi, Wobbuffet, Natu and Xatu, etc)
Pokemon that were only added in the first place for worldbuilding and to fill out gen 1's ecosystem and thus are habitually shown for certain settings in the anime and manga (hoothoot and noctowl, stantler, teddiursa and ursarang, etc)
They're competitively competent (Porygon 2, Blissey, Scizor, etc)
A lot of them received favorable cross gen evos later on (Yanmega, Piloswine,
Some of them are specifically memorable because they were nigh impossible to use in the main game (Houndoom, Sneasel, Slugma, Larvitar, etc)
And sometimes seemingly for no reasons we can see Gamefreak still uses them (Gen 7 has a lot of minor Johtomons receive spotlights, Llima's ace is a smeargle, a lot of base SM's overworld Pokemon were random gen 2 picks like Snubble, Mantine surf got added in USM over any other Pokemon)
The Johto Pokemon's original purpose was to fill out the ecosystem of gen 1 and make the world feel more full and real and the Johtodex is still serving it's purpose over two decades later.
