Pokemon were treated more like actual monsters who could have moves that didn't necessarily have to make sense sort of kaiju style rather than animals that had to follow stricter rules more like they are now
I feel like it was following certain trends of the time to an extent as well like the early artwork was obviously influenced by DBZ and in DBZ there aren't a lot of strict rules like that either characters can kind of just learn and use whatever moves they want and a lot of characters share the same moves
