I like his meta humor and his stuff (like many other Japanese fanartists) hit harder when Western Pokémon fans were barely capable of drawing any fanart.

If you want on-modelish stuff, he kinda gets there but his bodies can look a bit stumpy sometimes and hsi proportions aren't full consistent. Still, his drawing have an actual sense of rhythm or weight so it's good for pointing out things "screenshot" fanartists tend to be lacking at.

Wigglytuff's art is like a better version of Soara's despite the less detailed, anime-lile shading, though he stopped posting some years ago. I'm not sure who's the best active artist, but I think he's overall best one.
