The type itself, maybe, but how many fire type mons have good defensive stats to take advantage of that?
It's the opposite problem as ice, where GF insists on making them defensive despite ice being such a garbage defensive type.

This. Scald carries a big threat of Burn, the most common counter being naturally immune Fire-types, who are weak to it. That leaves hard counterplay very limited to Water Absorb, Storm Drain, Dry Skin, Water Veil, and a few other abilities that prevent/cure/take advantage of status

Another thing is that most Fire types have access to Will-o-Wisp, and defensive pokemon would rather have a guaranteed burn than a weak attack with a possibility of burn. The Water types that rely on Scald don't have any way to guarantee the burn.

I'm not sure it does. It's associated with thunder so it would make sense to give it weather ball and rain dance but why scald? It's not like rain is burning hot during a thunderstorm.

Nothing with an Earthquake or Close Combat weakness is a good defensive types. Even something like Steel with a shit ton of resistances is yielding to the strongest, drawback-free moves in the game with wide distribution.
At least with Ice Beam, the rise of fairy types means it's rarer and fewer new mons can learn Ice Beam.

Its the same reason why many people felt Glare on Zygarde was broken. You couldnt switch Electric types to absorb it cause Thousand Arrows fucked you up.

Preventing Fire types from absorbing the burn is a factor but not the only one, switching your Fire type on another bulky Fire can be risky because of the Ground coverage. The problem of Lava Plume is that only three Pokémon learning it can classify as proper bulky Fires (Heatran, Torkoal and Primal Groudon); something like Moltres would absolutely use it if it could.
