It doesn't work like that, most people are not terminally autistic. Sure, they MIGHT overlevel their starter only because it never leaves their team, but contrary to what you seem to believe, most people don't actually enjoy running in circles and kicking shitmons around for hours, they want to play the fucking game. So most people won't grind at all, and when they challenge a gym leader, they'll try to come up with a strategy first because grinding is fucking boring. However, some people MIGHT choose to grind, and why would you need to police them?
