There's no reason why it can't have flames in battle, especially since several other Pokémon have different poses if they are in battle or not including Charizard from KANTOOO.
It got cucked out of a movepool, it got cucked out of a Mega, it even cucked out of the franchise for "balance". All we want is for Typhlosion to be portrayed accurately (Something that the fucking Anime was able to accomplish).
I'd also like to add that PoGo doesn't have this problem. Typhlosion's flame is of by default but turns on during charge moves, and certain fast moves. However, battles are real-time so the Pokemon is always active and moving so there's no point were Typhlosion is just standing there like an idiot without its fire for no reason.
