Level Cap
pokemon not listening at too high a level was a based idea, but they made the level too high for it to function properly, a pokemon above a gym leader's team's level should be unruly until you defeat that gym leader.

The level cap would need to be somewhat low, because if your near the boss's level they stand no chance

Level cap is a garbage idea. Other players shouldn't be stuck with limitations just bevause some fans want harder games. If you want a level cap, enforce it yourself.

It's the only one that makes sense.
A level cap would hinder people who want to try beating the game with only one mon and turning the gyms/e4 into smogon would make the game grindy.
