If I recall in Gen 1 only you and your rival had starters. It was Gen 2 that gave more NPCs starters.

There are actually several NPCs in Gen 1 with starters. Along with the ones already mentioned, there's a Jr. Trainer on Route 9 with a Charmander, and a few of the trainers in Victory Road have them. I think in Gen 2, only you and the rival have Johto starters, but there are NPCs with Kanto starters

This is why Let's Go fucking sucked and was a spinoff.
All the traditional core games (SM, USUM, and SWSH) have Charizard make a cameo during the first half of the story. This doesn't happen anywhere in Let's Go and it's bogged down even more by the fact that they brought back HMs!! It's fucking disgusting and if they make a proper Kanto remake I hope they fix this.
Kanto needs an overhaul, too. I got lost without the town map giving me beacons showing me where I should go.
