To be fair, that should be Lugia's actual typing, not an alternative form >>46486062
But if alt!Moltres, alt!Zapdos and alt!Articuno change their elements Lugia should lose the type of its Aeroblast move (Flying). It should be Psychic/something

They kept flying type but lost their elements, in Lugia's case flying type IS its element, if you want to convey the idea of Lugia (still) being a flying creature you can make it Psychic/Dragon like said in OP

You can convey that it's a flying creature just by making it fly. There are lots of Pokémon that fly without the Flying type or Levitate. That, or the regional variant would be changed to not fly like Zapdos, and actually lose the flying type.

Honestly, with it being called the Diving Pokémon and the Guardian of the Seas, Water was the most thematically appropriate type anymore, even more than Dragon or Flying.
