Initially I always thought that was bullshit but I've really thought about it, and in terms of IN GAME balance, these mons are perfect for being super niche and weird but still usuable IF you can put the work in to make them usable.
For example, smeargle can learn ANY move, which, even with it's shit stats, can be a potentially amazing boon for your team, but you can't just teach it the moves and be done with, you have to actually hunt down pokemon with each of these moves and have them use it, and you can only do this once every 10 levels or so, so you need to be calculated and not wasteful.
