In first ans 2nd gen, people mostly dressed like normal people, but in 3rd gen they started getting a little more "out there" with the character design (see Colosseum/XD and R/S/E Gym leaders). The same thing happened to Yu-gi-oh, but to a MUCH more extreme degree.
