If this was true there wouldn't be specialized Pokeballs like Great Balls, Ultra Balls, Net Balls, Heavy Balls, and the like because they make it harder for the Pokemon to break free. If this was true you wouldn't need to weaken Pokemon in a battle, then throw a ball at them to capture them at all.
Pokemon can choose to willingly be captured or join up with a human as shown in the anime and recently in the games with wild Pokemon coming to your camp sight to just join you. But other than that, no you are at its core beating these creatures to a point where they are too physically weak to resist the effects of the ball to break free, but not so weak that the Ball just won't work on them. Yes, it's super fucked up. Yes Pokemon should probably have a system implemented where if you KO a Pokemon it can stand back up at the end of a fight and offer to come with you. Yes you should be able to naturally talk with and try to befriend a Pokemon without battling them. But none of this stuff exists in the games...yet.
