Because when gen 4 was coming out, they knew Rhydon would be shit with that Sp. Def, since Sinnoh introduced the physical/special split.
So they created Rhyperior and gave it an ability that resist SE moves.

Digimon designs are rad, but they don’t belong in pokemon. Pokemon style leans more toward simplicity. Too edgy and too detailed pokemon suck because they break the artstyle. Like imagine pic related in pokemon, I like him but I don’t want something that looks like him in a pokemon game EVER.

Rhyperior is good enough. But I haven't been able to bring myself to like it completely. It just looks sort of weird? I think its body is shaped like an egg. And its head looks like it melted into its shoulders/torso. The tail boulder is kind of strange too, could have given it some rocky spikes or something instead. Also its arms should be thicker (not the cannon part, I think its arm cannons are cool). I do still like him though and would use him on a team. Like I said, he's good enough.

There's some good ideas in the design, but it deviates too far from the original design. It goes feral > bipedal feral > humanoid.
I think what people main complaint is design as well. Stats wise it's a massive improvement.

Rhyperior isn't anymore humanoid than Rhydon but I think I get what you mean. Rhyperior clearly has some construction worker influence, but it's based more on the demolition and destruction aspect of it since it's a kaiju more than actually being a job. But the more human influence might turn someone off. Still I don't think Rhyperior is very far removed from Rhydon, I like Rhyperior but I think its flaw is mainly the colors. Gray > Gray > Brown/Orange stands out bad.
