Owls are not very smart, they rely on brute strength and innate skills. It makes little sense for Noctowl to have higher special stats, specially back when Normal/Flying only had physical attacks. Noctowl should have been Dark type to justify those stats or had higher physical stats. Also it's a bird, it never makes sense for them to have high HP or Defense.
