Did Game Freak really think that Sceptile should be a special attacker when its movepool is mostly physical? Even Leaf Blade is a physical move and its design even suggest that. Why is Game Freak so inept with certain Pokémon? It's not like Sceptile being a physical attacker would ruin the VGC or anything.
