Here's the thing, anon: Blastoise wasn't designed with Wartortle in mind. It was literally the final evo of a completely separate line. He literally has no remnants of the age aspect of the prior two forms because he wasn't even supposed to be related to them at all. He was part of a two stage line with a different turtle pre-vo and late in development got bootstrapped to Squirtle and Wartortle over their original Final Evolution (which actually DID keep those themes to the end and expand on them) and turned into a starter when it was never meant to be one. This is why it's line is shit and feels out of place compared to Venusaur and Charizard, which have a consistent theme throughout all three stages and have similar motifs and design elements that are built upon each time it evolves.

The line does a sudden 180 and goes from a Wise Turtle that grows stronger with age and with crashing waves upon the tail to "gun"
It trades in all the peaceful, calm of the sea for "gun"
The theme does a literal flip from something ancient and wise to just a dude who shoots

They also, again, jut out of the shell awkwardly, not only looking out of place but also exposing a gaping weakspot in his shell that's supposed to be protecting him and his fleshy bits
A weakspot you could easily exploit to beat him because being slow and armored doesn't work if the armor has two giant fucking holes in it
There's a reason Venusaur and Charizard get more shit than him
