People want to see the characters they know in live-action, and the likely reason they didn't have them in DP is because they didn't want to do anything like a badge quest in such a short timeframe considering that is far too much to explain to a casual audience that might not be familiar with the franchise. It's not a guarantee but it's much more likely than some people think.
With her race/hair color, I don't think they'll have an all non-white cast since Ash and Brock will undoubtedly be non-white as it could hurt viewership, so I think she'll definitely be a white redhead (yes I know she's Japanese, but they probably won't make her that if cast in the west). If any redhead gets blackwashed, it'll be Jessie seeing as it'd be hard to realistically have her hairtype portrayed in live action anyways.
