Some go willingly, and those with enough fight in them to escape her initial ball usually get a masterball thrown their way right as they return to the outisde world.
How could she have so many masterballs, you ask? Well you didn't hear it from me but i hear she cut a deal with some high team rocket officer she busted. Rather than turn him in to Officer Jenny, she let him pay her off in duplicated master balls instead. Went on for a while before she
cut out the middle man by enslaving him too and stealing the machine, burried it in some cave via dugtrio somewhere. I'd advise against trying to find it, unless you WANT her to find you when returning for more and adding you to her collection.
