It's because Game Freak thinks that Rock is a good defensive typing. This is still the case in gen 8. Aggron was also supposed to be pure Steel in the gen 3 beta.

Any ROM hacks where Rock and Ice isn't shit?

All in favor of Rock type just being the worst type.
Like It's weakness just suck ass, it's supposed to be bulky, but feels like ice being bulky, it just doesn't work half the time.
Does gamefreak even know how shit rock is because they make the same mistake like 50 times.

Let's see:

>bastiodon (4× to ground/fighting)
>aurorus (4× to fighting/steel)
>coalossal (4× to water/ground)

I'm tempted to say that they DO know that Rock is shit and Game Freak has a minimum quota on the number of defensive Pokémon that should have two double-weaknesses for every generation it seems.

They'd never allow for designated shillmons like Lucario to even have ONE double-weakness, which makes this very suspicious.

Bug has some nice niche super effectives when attacking at the cost of many resists, and on defense it has some good key resists at the cost of being weak to rocks. It’s pretty much fine.

They designed him for single player. Not your autist Smogon meta. He's got amazing defense, 4x normal resistance (remember there are a lot of normal type attacks used against you in-story) to the degree he can shrug of Slaking's Giga Impact. But to balance that he has a big weakness to fighting and special water moves so you can't just solo the game with him. He's perfectly balanced to be a major contributor to your team but not so much that he outshines everyone. Pokemon Go fuck yourself smogtard.

What I find weird about rock is that GF thinks they are the "high risk high reward" type for attacking moves, so their moves have low accuracy like stone edge even when they have no advantage.
Rock slide and stealth rock are enough to make it relevant though.
