That doesn't make any sense. If anything, Confuse Ray be super effective on them. Though I have no idea how that would work. Guaranteed 5 turns? Maybe 4-7 instead of 2-5 turns?

A light is a light, and there's no mention of this ray being ultra violet otherwise it's likely cause a burn too. The ghost isn't interacting with the target at fucking all, the light is.
