Steelix's base stat for defense is *200*. The average fully evolved water type specs into attack, being averaged to 70 attack stat.
Swampert, the earliest fully evolved water type you can get your mitts on has a base attack stat of 110, and a base speed of 60. Let's imagine for a moment that you, for whatever reason, don't get to go first. Quick claw, paralysis from an earlier fight, whatever. Imagining we're only using the moves Swampert can learn, and sunny day is rolling, the max power move that Swampert can use is Earthquake, which has a STAB bonus and a weakness advantage over Steelix. I refuse to calculate stats and only used the lower+upper ends of the stats provided at level 50 by Bulbapedia. Stat calculation is a fucking nightmare.
Imagining your Swampert at the same level as Steelix, and a whole host of other minor things that factor into damage calculation, you get the equation (((((2*57)/(5))+2)*100*(178)/(184))/(50)+2)*1*1*1*2*1*1.5*2*1*1, which gives you 299.89 damage. A hell'va critical hit. This is assuming no items boost, but at that point, you're fucking with me.
Now, regardless of how you look at Steelix's health, they're fucked. Steelix can only have a maximum of 182 health at level 50, and a minimum of 135.
But here's the thing, we've only looked at SWAMPERT being extremely powerful. Let's imagine, for a moment, that instead it's an unnamed physical water move, and STEELIX's stats are the ones that are maxed out.
If RNGesus hates you, you end up with (((((2*57)/(5))+2)*100*(103)/(277))/(50)+2)*1*0.5*1*1*1*1.5*2*0.5*1. Your Swampert is burned somehow, you didn't roll a critical hit, you've managed to get some sort of 100 base power water type physical move to capitalize on its usually high attack stat, and the attack stat is gimped beyond belief.
