The collectors edition does absolutely nothing to further this purpose
The grading is what makes it a different section of collectible.
Say you're an absolute diehard fan of one single Pokemon, right? You want to collect every possible version of this Pokemons cards.
If you collect all the raw cards, you're still missing the graded versions.
Can someone be content with just having a collection of the raw cards? Fucking obviously. Can someone want to have both raw and graded, regardless of intent to sell? Also yes
This is also why Master sets are a thing for many collectors
