We don't know what triggers the reward systems in their brain, but from what we do know, it seems like acting like a pet and living in nature seems to be a very rewarding lifestyle for them.

the newest movie even goes so far that humans who bother to learn their language can talk to pokemon perfectly.
it's obvious that the pokemon have the intelligence of humans. they simply chose to live a different life than humans do.
saying pokemon are beasts because they act like beasts, would be equal to saying "my weird neighbor who chose to live in a cave in the forest is a beast, not a human"
