It was not in any way reasonable to think this thing was a placeholder. No placeholder would ever look like that.

I can only assume it was done internally, especially considering it has a Gigantamax form. I doubt the PoGo team would be involved with a design that they would not even be able to fully use until years later if at all, since Gigantamax is showing no signs of coming anytime soon.
