It's one of those low-key insults feudal Europe basically ran on.
For all animalistic and largely carnivorous Pokemon at large are unlikely to have issue with somewhat poor cuts of meat, Zoroark's explained behavior quite well fits grasping social cues such as those involved in grasping the "point" of Umble Pie.
I do agree about the cost-saving as well (recipes for *all* the organs are understandably difficult to find), but it's one of those "Sapient Animal is still animal, but also smart enough to know what you're up to" things that is sorely lacking in Pokemon. Usually it goes the other way, with them being silly in animalistic ways despite otherwise acting at a high level.
Tangentially related fact: Most pet food companies that advertise using "real meat" but don't specify what kind are using unwashed cow stomach, as the half-digested grass is actually perfectly fine for carnivorous pets and the stomach lining itself is better than little-sold "lean" musculature. Absolutely wonderful for nutrition, not remotely appetizing by description.
