Sand Teams did use Mega Garchomp.
Not every sand team used it. But a lot of them did.
And even nowadays when the wallbreaker set is used it's commonly run with sand, because if you want to use a Pokemon, you play to it's strengths. That's the point behind team building.
I'm not "moving goalposts" for pointing out people used the Wallbreaker set on Sand Teams as a result of it having an ability that boosts it's damage in Sand. That'd be like saying using any weather-ability Pokemon on a team without that weather condition means the Pokemon is shit and you shouldn't factor in the weather boosts for it when determining it's effectiveness.
It's also worth pointing out I was specifically mocking Choice Band; Choice Scarf actually has a purpose that it doesn't suck at (revenge killing) and is a viable option. If you want Garchomp to hit harder, well, just run the SD+Z-Move set or the Mega Wallbreaker set. Because being able to change moves is important (and Z-Move Chomp is outdamaged by the Mega by a good amount since it lacks the L.Orb, but you don't care about that let's be honest).
Mega Garchomp is, again, a SIDE-Grade. The key word is SIDE. Mega Garchomp has a very specific niche, one the normal form can't do as well, and it is effective at it. You'd have to be retarded (or pig-headed and ignorant) to claim it was shit and unused. Usage is irrelevant to my point; of course it doesn't see as much use as normal Garchomp, the normal one is more versatile. You'd only use M-Chomp if you wanted a very specific thing out of it (busting shit) and it does that thing well.
