I love how his design makes him look like his body is actually something that has metamorphosed into a more appropriate body to dwell within his element. Only one other eeveelution does that. The frills, the gills, the tail - I even like how there's a slight second theme as a jester or perhaps noble with the ruff around the neck and I like how in the lore he can melt into water and go invisible.
