The reason why it doesn't get it is because it would be able to outspeed and one-shot CHARIZARD if it did. That's literally the only reason. Blastiose is allowed to get it because Kanto Privibely means Game Freak allows iits it to defeat CHARIZARD once in a while.
There is no other rason, there is no lore. Just be grateful you have a movepool in the first place, some starters don't even get that.
IF you want a franchise that actually cares about its monsters look else were.
