The fact that they were able to convince the Platinums Battle frontier to move to Johto means they're at least trying to have its own identity.
And if Legends is canon than that means Laventon went Johto and picked Cyndaquil, and went to Kanto and decided that nothing there was worth brining back. Keep in mind he's travelled pretty much all over the world so it's unlikely he just skipped Kanto.
Fuck, the fact that Johto even has its own name is an achievement in on itself since the "west kanto" meme is probably a thing in-universe.
tdlr Johto is cucked by Kanto, but that only because its the only region that has the misfortune of being surgically attached to the single more overhyped place in videogame history true no fault of its own. The other regions have no such excuse.
