The series goes out of it's way to not make them talk save for few examples like emphasizing a unique Pokémon or advancing the plot. The presentation of the creatures in the series that gives them the most agency is still very much in an innocent manner such as saying their name and behaving in an innocent manner rather than like people. If I recall they even give the idea that Pokémon can't be evil on their own instead they're influenced by their handlers. The lack of recognition of personhood for another, which btw is in no way comparable to slavery.
I believe that based off context that the issue of consent is a non-factor. These aren't space aliens from mass effect that the games present to you as an equal to enter in a relationship with. A Pokémon is an innocent creature that exist within the framework of being part of the wild life and being more akin someone's pet dog. It's recognized by the series itself as the series makes it very clear that a Pokémon is *not* a person.
