The professor gives you the two starters you didn't choose in the post game. You can also get them in the space-time distortions, that seem to happen randomly.
If you're referring to the Sinnoh starters, each of them can be found on a specific spot on the areas. Chimchar can be found on an island in the first area. Turtwig is located in a pond southeast in the second area. Piplup is somewhere in the third area, but I still couldn't find him
