That wasn't the reason he was dropped. They were afraid Americans would go "oh that character is obviously asian with his squinty eyes, can't relate to that, dropping this show". The decision to take him out of the show happened before a single dub episode ever aired AND the decision to put him back in happened before America ever even saw Tracey at all.

Brock can be a bit creepy sometimes, but he (mostly) knows his boundaries and usually gets punished whenever he goes too far. Like I could understand someone getting mad at Master Roshi for example (even though Super very much redeemed him in a very satisfying way.) but Brock really isn't that bad.

I don't think this person has actually watched any of the episodes of the anime with Brock in many years.

Brock is just flirty. He's probably one of the most tame "horndog" characters in anime history, he never really touches anyone or forces himself on anyone.

If anything I think it's weird that they felt like they had to have characters pull him away by the ear before he got an official rejection.
