is not a lot of money to a poketuber who is getting rich off of distribution videos and bots. They'd pop back up very quickly.
I don't think you're suggesting any kind of philosophy that GF wouldn't have already considered and actioned years ago, were it possible.
It's definitely not an easy problem for them to solve.
One answer might be to totally overthrow the system they use for creating pokemon, putting a spanner in the works for teams like PKHex, and then developing safeguards to try and prevent future manipulation. However, that would be throwing away years of work on their part, and I don't see GF doing it.
