Plux actually existed at the same time as Scizor and Heracross, since, in the sprite banks dated June, it's sandwiched right in between Scizor and Heracross, and it even having a stat spread of 65/125/140/55/75/45/500 in the last update to the stats before it got doomed to the Game Freak archives. It ended up getting replaced by Forretress, judging off the sprite's palette, similar stat spread and typing, and it being found in the CBB scratchpad alongside Forretress, much like how Kotora and Raitora are found in Teddiursa's and Ursaring's CBB scratchpads.

Sure it's not really any better than pure ice type but it gives a ghost immunity, normal stab and then the problems normal type would add are ones ice type already had.
If you ranked all the type combos, normal/ice and pure ice would basically just be next to each other, both low on the list.
It's not bad enough that it shouldn't exist is what I'm saying basically

He was in the original ~200 designs for gen one, but was cut when they narrowed it down to 151 due to space issues on the gameboy. This is only official sprite which has been released to the public, everything else is just fan interpretations

Pretty much any of the betamons would be really cool to see again in some form or another. Whether that's a regional, some weird time travel bullshit or what have you. I remember back when generation 7 was announced and they showed us regionals I was getting excited that we would get OG forms for some of the Kanto mons like "kantonian Clefairy" where it is still a normal type and has the derpy look. It's a shame they haven't capitalized on that kind of stuff if anything. I think having the multiverse stuff they're trying to pull now, they could easily make it make sense. I just want to go back in time and train the flying fish, ice wolf and Omega

I think there was an interview once where they said that the whole team votes on designs before they put them in, and they go through multiple votes and multiple revisions. Then even those are reconsidered based on game balance. They've also said that ideas they choose not to go forward with they basically archive and never look at again because they figured that if it was bad enough the team didn't want it they're still not going to want it 5 years later or something like that. If I had to make an educated guess, I bet when they look at a new region they first hash out the things that they absolutely must have like box legendaries and starters, and then they all pitch a ton of designs for everything else with some loose caveats like hey we need a fire type or we want a pokémon with this gimmick. Then it's just refinement from there

Not sure what this means to you, but to me it seems that they just never focus on the designs after the very early stages of development, and simply look for things that mainly work with the "meta" they are trying to shape with little care about looks in particular.

So even without taking other factors such as capacity into consideration, creatures seem likely to be cut for reasons that have little to do with their design at all anyway. And as such it feels disingenuous to argue that those were cut because they were not good enough, or that what we end up with is the best they have to offer. These are simply not the aspects they are prioritizing. Even more so if they do not even go back to re-evaluate the potential of what they had cut before.

I think you're 100% right. I think for modern Pokemon it's more about things like "do we need another 500bst ground type?" or " wow this gimmick may be too terrible." We know they go in with 100s of designs they approve through team voting, but this has to be done pretty early on because with what they've told us about more recent gens they're still finalizing typings and stats up until release...not really time to throw in or throw out a specific design. I think those last few months are all about balance.

Back in the day (Gens 1 and 2) tho I think it was genuinely more "crap we can't fit everything... What can we cut?" Because even up until months before release, GS was still cutting Pokemon. And it's clear quality control on game balance was not the concern. As an aside, I was a teen during the monster catching craze of the late 90s/2000s and there was a much larger focus back then on "all the kids want the craziest most powerful shit" so they didn't think about balance. The focus was just on things like blue eyes white dragon or Gyarados being good. Having "balance" in these types of games is still relatively a new phenomenon

Another thought on that and maybe evidence is this: Gen 1 was just dropped on us. We knew little going in. Gens 2-5 had a lot of teased mons and early reveals, but we also went in "blind." They wouldn't even tell us if Blaziken was a starter or not for almost an entire year! We had leaks from the anime and whatnot but as Gens 2 and 3 prove the anime doesn't lock in a Pokemon's type or lore (Snubbull appeared in the anime around the same time it was in the "legendary" part of the dex in beta GS, Lugia was created for the anime and had to be rushed into the games...)

Gen 6 though we had a lot of early reveals. And Gen 7 they told us pretty much everything moves in advance. Gen 8 they tried to hide shit but we had leaks months to a year prior that matched the game. My point? As the games got more "complex" they needed to have stuff planned well in advance. They could have happily cut a Shuckle Evo a few months before launch in 2000, but in 2016 they couldn't change a damn thing about their game bc marketing dictated they reveal everything to drum up hype. I don't think we'll really be seeing many beta mons for the new gens anymore, because I bet there aren't as many that make it to the game development phase these days. And that's what makes Pokemon like Wartortle's original Evo or Plux so special. They can't exist anymore. There won't be anything like them again!

The franchise has become standardized and corporatized like crazy. They've got a procedure set for everything now. Pokemon is too much of a money-maker now to let uncertain factors happen like that.

Which is why I wish they would realize that there is more to the nostalgia market than just Charizard/Kanto/Sinnoh. I really do believe that if they went back and revisited some of the cut betas, it could be really cool and a great way to make hype for like the 30th anniversary or something

Luvdisc, Cherrim, Burmy and Mothim are a few examples of designs they resurrected from the gen 2 beta years later, and Landorus was based on a scrapped gen 4 legendary.
