Judging from the increased distribution of Close Combat among Pokémon that don't have the Fighting type like with Haxorus, Tyrantrum, Lycanroc, Granbull, Arcanine, and Zangoose, it seems to be for Pokémon that have a tendency to fight up close.

Close combat is good to break steel types. As per fixing him, rework the stealthy rocks to do fixed damage (1/8 would be good) to all pokemon regardless of type. Now it can run eviolite or other more useful items like life orb. Maybe give him earthquake to further break steel. Fixed.

PLA movepools are fucked in general.
I hope they won't reflect too much on the main games, not that it would matter if the PLA battle system is there to stay, since it would kill any form of competitive.

If you want your Scyther to be good in game train it more. That's literally a major motif of the series. Anime has countless examples of NFEs besting their later evolutions because they trained harder or had a better strategy. Karen told you as much back in 2000 if you go just by the games. I'm sure there's quotes from the in game NPCs too but I can't be assed to look.
If you want it to be good in a game made up by child-grooming trannuis on a bootleg Chinese dogfighting simulator then just change it there. I don't see how that's different from the dozens of other game-breaking rules they have.
