For reference, Evolving Skies is one of the bigger sets with ~240 cards. So not only do you have to find the one card you want, the card is an alternate art which is wayyy harder to pull than just a regular ultra rare.
From personal experience, Evolving Skies is like 1/6 pack chance of getting an ultra rare or higher. If you want that Umbreon, I suggest just buying it outright instead of trying to chase it through packs
Though I suppose if your goal is "fun" or "gambling" then yeah packs are the way to go. But if you're buying them, chasing one or two very specific cards, I'd just straight up buy the card and buy a couple packs or something to quell the gambling urge. Good luck
