>>50222875Eevee has always been a domesticated Pokemon to me. In Gen 1 and 2, it's only obtainable by someone who already has it. It's not even obtainable in Gen 3. In Gen 4, it's only available when the trophy garden guy injects it into his garden. It wasn't until Gen 5 (B2W2) onward that Eevee even became a wild pokemon. Even then, it's encountered in cities and ranches heavily populated by humans.
It also seems like it would never naturally evolve into most of its evolutions. Umbreon and Espeon are the only eevees you could ever encounter wild (by a ranch in Alola). Evolution stones are very hard to come by and wild eevee are never near ice or moss rocks. So most of its evolutions can only be obtained by humans exposing it to elemental stones. So I would say it's very domesticated.
