Because narratively, Ash has no reason to battle Alain or Tobias again.
Alain would be redundant as a "personal final boss" because Leon also uses Charizard.
Tobias is a literal nobody in the current anime who ultimately couldn't defeat the Sinnoh League's Elite Four and Champion (or else we'd be seeing "Champion Tobias" make rounds instead of "Champion Cynthia") and, evidently, his loss was so soul-crushing he retired from battling entirely, because otherwise he'd be right up in the World Coronation Series' alley to prove he's the best of the best with his Darkrai, Latios and whatever other Legendaries and Mythicals he has.

He was never Hoenn Champion at any point, he lost to the Elite Four or Wallace/Steven and as such his attempt for the year ended there. If he WERE Hoenn's Champion, they would have mentioned it at some point since they cared to make Steven the current Hoenn Champion for the Mega Evolution Specials when originally it was Wallace. He's also irrelevant because he wasn't the fucker who bested Ash at his original peak before he plummeted in BW and as such there's no demand to bring him back for Ash to rematch him.

The Alola League IS kind of worthless but everything else is a huge stretch. Beating 2 Champions and an Elite 4 member are substantial achievements, and beating Cynthia will be even more so. Tell me which other leagues there was where anyone could join and there was no requirement of getting eight badges, where 90% of the trainers had 2 Pokemon at most, half the battles were 1 vs , the other half 2 vs 2 and the finals was 3 vs 3.

Also the final 16 was pretty great anyway unlike the Kanto and Unova leagues
