Ice has a conundrum where it's an offensive type at its core and buffing it defensively isn't playing to its strengths. But at the same time, buffing ice offensively will also buff water because every water-type has ice coverage.
Making ice super effective against fire and rock doesn't buff water because water-types already hit that super-effectively with STAB.
And it somewhat makes sense, too. Ice can break rocks by freezing in it. Ice can also extinguish fire.
Ice should still be weak to fire and rock, but have the weaknesses be mutual.
You could also make the argument that ice should be strong against water because water can freeze, but that's just a maybe.
If it needs to gain resistances, have it gain resistance to flying and ground.
