Ice/Fairy or Water/Fairy would be nice, I would kill for recover on Lapras. One of my favorite ROM hacks gives Lapras recover and makes it a better tank.

Recover would definitely help, give it more chances to take a hit on its giant HP and then hit back. Fairy/Water and Fairy/Ice each have their own perks, The poor thing is just built for the stat-experience era.

The ROM is Inclement Emerald, It's a really good hack that makes it so much easier to get the evs, ivs, natures, etc. that you want. You can also see EVs and IVs in the pokemon menu.

To add on to this, the weather is also changed for the better in Inclement Emerald:

- Weather is permanent, but rain and sun give a 20% boost instead of 50% (sunny day and rain dance give full 50% boost)

- Ice types get a 50% defense boost in hail

- Sandstorm is not changed

That's not even what the problem was with weather. The problem was abusing Swift Swim/Chlorophyl/Sand Rush. Not Slush Rush though, for obvious reasons.
Nerfing those to be a 1.5x boost instead of a 2x boost, and maybe making Defog remove weather, would've probably made perma-weather decently balanced and let the Weather Wars keep going.

Yea true, Swift Swim/Chlorophyll/Sand Rush abuse is pretty fucking strong and the pretty much the reason why weather was so busted.

Also just to put this out there, the weather inducing abilities are permanent, while the moves are still temporary

It didn't even really make sense in the first place to have the abilities be permanent and the moves be temporary. I feel like the other way around would be more reasonable, since you have to take the turn to set it up with a move.
