This is some either some fucking moon logic or some seriously bad explanation. There's always a chance a new pikaclone gets an evolution, however due to them refusing to do so for several generations in a row makes it implausible and I wouldn't hold out hope for it.

If they do allow it though, I really hope they go back and evolve some of the others as well. Plusle and Minun especially, for some reason they just feel “incomplete” to me.
