It's meant to be a discarded voodoo doll but nothing really gives that implication. No buttons, stiches, pins, needles, stuffing, etc. Notice how a lot of fanart like
>>50643738 adds those in even tho it's not part of the original design. I can't help but think the design would be more clear if it was made a couple generations later where themes are more enunciated.
They also had no clue what it's niche in battle should be. It stats suck, and despite it's mega having a massive attack it's ability and moveset say support role instead, so it ends up not able to do either super well.
