It's a catch-all Spanish culture region rather than strictly just Spain, I'm guessing. Also we're very obviously going to find out that this region is the "neighboring region" that Kalos had a war with 3000 years ago, and it's close to Galar, so you just have more story potential than if they made it Mexico or Brazil etc.

Spain is the place all these American Spanish countries originated from so it makes sense for it to be the catch-all Spanish zone. Also, maaaaaaybe we'll be able to dip down slightly south into Africa and that will give them the excuse to introduce some Africa-based monsters

No idea on why they they picked them, but I think that the relatively simple shape that Spain and Portugal form when put together made it easier for them to design their open world sandbox. If they were 100% set on an open world game from the beginning, working with what is essentially a trapezoid would help.
