His sheer amount of characterization stems from the fact that he is interacted with the most out of anyone in the story which consequently gives him the most lines. Personally, I argue that Sunflora has him beat because of Chapter 17, Today's Oh My Gosh!, and the OVA. I do wish that the other characters got more moments though.
And everyone in the game, including Chatot, has a catchphrase or dialect; his is just "squawk".

Again, I never claimed that I hated Chatot, I just think that his scenes in Chapter 6 and 17 are notoriously bad, so I understand why people don't like him.
