Regice even with Ice being defensively terrible could probably shake out a niche in RU or something, it'd just be like shittier version of Blissey, effectively being able to completely wall any special attacker without super effective STAB. Boltbeam coverage and decent special attack means it can also hit pretty hard back.

Regirock would get banned from PU but probably suck ass in NU. Unlike Regice the weaknesses are a lot more relevant for the role its trying to fulfill because strong physical Rock weaknesses are omnipresent whereas strong special Ice weaknesses are comparatively rare.
