Meanwhile Paul got shut down by Cynthia and beaten by a future Champion, before then only being strong enough to be considered a test for aspiring Champions. Seems there's still some failure in his training methods, if he can't make the step up from whobie to contender.

Still, Paul not being there is fine. Being the strongest isn't his goal anymore. Rather, his adventures in Sinnoh probably gave him a taste for bringing out the best in others and might have given him the push to become a Gym Leader in the end.
