The New Pokedex was just the Johto Pokedex before the concept of the regional dexes was introduced. Why would it have the Kanto starters at the beginning?

Considering how Game Freak has treated the Johto Starters the past two decades, the Johto starters being in the beginning of their own Dex is genuinely surprising.
