completely different design philosophies. eyes + shape of head are the most obvious disparities. OP pic is cool but also somewhat weird and unsettling, while the numon you posted is just some generic "epic dragon" which is a legendary anyway so it cancels out.
on that note, the only interesting gen 9 mons we've seen so far have been the two knights (fucking fight me on this) and the ningen.

Make it less of a generic Charizard-lite. Hide it's face with foliage like Stage 2 or pick a new animal to mash it up with, like a frog or a toad maybe, flat face, big jaws, binocular eyes, etc. Because as it is right now, a pair of wings makes it's silouette nigh identical to CHARIZARD from KANTO.

i think it's fine but if something had to change to make people stop saying it's charizard, i'd make it long and lanky. looking up amhuluk, he apparently just likes to chill in his lake and drown things, so i'd make it less stocky and more streamlined for water like an eastern dragon. it already has hair and antlers, might as well double down desu

I think the mon in itself is pretty generic concept-wise (wich doesn't mean it's bad, but big thumbs up to your design, you've managed to create a fakemon wich isn't overly detailed and somewhat close to sugimori's style.

Second stage looks too Shelgon-ish.
Third stage feels too Charizard without wings.
