Verily indeed the games pretty much got rid of the talking meowth in Yellow and LGPE, if anything Satoshi Tajiri wasn't on board with the idea. But even so Pokémon talking outside of two exceptions is extremely rare.
Verily indeed when we turn to behind the scenes material, like the 2012 product guide, it shows that they're keenly aware of this. For example the guide states that talking Pokémon are used only in special circumstances such as special storylines. If you look at the anime this is true, talking Pokémon are used in special stories often involving trying to make a specific Pokémon unique like the Lucario in the 8th movie. In the games it's even more rare and often involve special circumstances as well. So the guide with it's guidelines and the way it speaks of how they do things shows that it's very much something they're keenly aware off.
Of course this does work because of the way people chose to perceive Pokémon and thanks to all this info we know it is very intentional. This even manifest into people thinking all pokephilia is (fictional) zoophilia because the series is pretty efficient in constructing Pokémon as natural, cute, innocent and friendly creatures. People pick up on the context.

They're going to construct Pokémon in the way that gained them massive success because people like Pokémon being that way. Pokémon are distant yet very familiar creatures despite their fantastical nature. I believe Masuda said that they don't want Pokémon to be too mysterious for a good reson. This is why you are desperate for validation or invent arbitrary distinctions not reflect on the series because you know deep down sexualizing these cute, innocent critter is wrong.
